Strategic Programme Fund – Drugs and Crime Programme (SPF – DCP)

The Drugs and Crime Programme (DCP) came under Strategic Programme Fund on 1st  April 2006. The DCP is the key delivery tool to reduce the harm to the UK from international crime. £5,950,000 million was allocated for project funding at the start of the financial year in 2007/08. The overall objective of the SPF Drugs and Crime Programme is to reduce harm to the UK from drugs and crime by increasing international engagement, within that there are a number of sub-objectives including developing /fostering good relationships to secure government buy in; institutional and law enforcement capacity building.

The following is a list of issues that we would consider supporting:

  • Improvements to local enforcement capacity and effectiveness (eg. The implementation of training courses into the local curriculum) 
  • Regional inter-agency co-operation (Customs/Police/border guards/Anti-narcotics specialists all working together more effectively) 
  • Assistance in developing and implementing national drug strategies 
  • Drafting of Legislation (Increases in convictions and the length of sentences, can come from conferences /seminars/special advisers) 
  • Increased Intelligence Co-operation (Better communications systems through software, improved co-operation between post and local government) 
  • Institution building (eg. The reform of Drugs enforcement agencies or implementation of training courses into the local curriculum) 
  • Visits by the real decision makers (eg. An overseas visit by the head of Police to discuss strategies with the head of UK Customs)

The British Embassy Albania recent DCP projects were:

  • Training of Police Officers in Strategic Skills
  • Provision of a National Central Storage for Seized Narcotics
  • DNA Clean Room Provision to Albanian State Police
