The British Consulate in Tirana issues only emergency passports, but these are issued only in cases of genuine and pressing emergency and are valid for only a single journey back to the UK. All other passports are issued via the British Consulate in Paris. Applications for British passports can be lodged at the British Embassy in Tirana for dispatch to the British Embassy in Paris.
